EMERGENCY MANAGEMENT TEAM

Emergency Management is a division of the Department of Public Safety, which is led by the Chief Safety Officer. The division has the critical task of planning, training, exercising and preparing the U community and the environment for all kinds of crises. Emergency Management is responsible for facilitating partnerships with many organizations across the campus community that experience downstream consequences, such as Student Affairs, Academic Affairs, Facilities Management, Public Safety, Housing & Residential Education, among others.

 

Stuart Moffatt

Director

Stuart directs the U’s Emergency Management division. He served as the associate director of Emergency Management for the University of Utah for a decade, facilitating and coordinating operational responses, as well as emergency planning, training, and exercises. He holds a Certified Emergency Manager (CEM) designation from the International Association of Emergency Managers (IAEM) and is currently in a three-year leadership term with the IAEM University and College Caucus (secretary in 2023, vice-chair in 2024 and chair in 2025). Stuart has been an active participant in the Utah Emergency Management Association (UEMA) as a member, board member and conference speaker. He holds an honors bachelor’s degree in disaster management from the University of Utah.

Stormy Sideria

Associate Director

Stormy has been a dedicated member of the University of Utah Emergency Management team since February 2020, bringing a wealth of experience in emergency operations and planning. A U.S. Army veteran with seven years of service, she played integral roles in leadership and teamwork during her military career. Graduating magna cum laude with a Bachelor of Arts in Emergency and Disaster Management, Stormy also holds a Bachelor of Science in Psychology, reflecting her commitment to a comprehensive and trauma-informed approach to emergency preparedness. With a background as an Advanced Emergency Medical Technician (AEMT) and previous private security roles at Westinghouse and Goldman Sachs, she seamlessly integrates her multifaceted experience into her current role.

Drew Matthews

Specialist

Drew served as an Emergency Management Specialist and Chemical, Biological, Radiological, and Nuclear subject-matter expert in the United States Air Force at Hill Air Force Base. Drew has experience in responding to hazardous materials incidents, conducting event preparation and planning, and community outreach with a focus on an all-hazards approach in preparedness actions and training.

Mary Bennett

Specialist

Mary joins us from the Office of Homeland Security and Transportation Security Administration. She specialized in business continuity during her internship with the Emergency Management and Resiliency Operations sector of the Church of Jesus Christ of Latter-Day Saints. She was awarded the 2023 Student of Excellence award from Utah Valley University College of Health and Public Service and has completed a research project for the Emergency Management program on evacuation preparedness and refugee processing in the Balkans and Utah. Mary has been a proactive volunteer and leader in her community for over sixteen years advocating awareness and education in emergency preparedness
